inaugural meeting of the High Level Committee (HLC) on the post 2015 development Agenda

New York:  The High Level Committee of African Heads of State and Government on the Post-2015 agenda held their first meeting on 23 September 2013 in New York, in the sidelines of the 68th United Nations General Assembly.

The High Level Committee was established at the 21st Ordinary Session of the African Union Assembly of Heads of State and Government held in May 2013, in Addis Ababa, Ethiopia. The Committee has been tasked with crystalizing and synthesizing a bold African Common Position and building regional and intercontinental alliances around the post 2015 Development Agenda. The Committee is comprised of two Heads of State and Government per each of the five regions in the continent and is chaired by Her Excellency Mrs. Ellen Johnson Sirleaf, the President of the Republic of Liberia.

The inaugural meeting was productive as members resolved to work together to develop a strong continental position to help shape the global process on the Post 2015 Development Agenda. They emphasized that Africa should set her own developmental priorities and should work hard to mobilize domestic resources to supplement financing of the agenda.

The Committee expressed a need for a post-2015 agenda that remains focused on completing the unfinished business of the MDGs, whilst also incorporating new and emerging challenges. The Committee members expressed their aspirations for a global agenda that creates an enabling environment for Africa to transform its economies, pursue sustainable development, strengthen resilience and promote an agenda that encourages open and accountable governance supported by strong, mutually beneficial and diversified global partnerships. The Committee also emphasized the need to: strengthen South-South cooperation; mobilize domestic resources to finance Africa’s development effort; address the needs of landlocked and small island developing states; and to speak with one voice in support of the African Common Position.

The event was attended by the Special Advisor of the Secretary-General on Post-2015, Mme Amina Mohammed, who expressed her full support and confidence in the work of the Committee.

The Committee adopted the proposed roadmap for the finalization of the draft African common position and looks forward to continuing its discussions. In closing the Chairperson acknowledged the role of the AUC, supported by UNECA, AfDB, and UNDP, in facilitating the formulation of the African Common Position.AUC will continue to serve as the Secretariat of the HLC and overall coordinator of the process. The Committee plans to meet again in November 2013 in preparation for the African Union Summit in January 2014.
