KABILA FILES CORRUPTION COMPLAINT AGAINST OFFICIALS

President Joseph Kabila has denied that there was any political motive behind the charges.

KINSHASA - Democratic Republic of Congo's President Joseph Kabila has filed a criminal complaint against more than a dozen current and former government officials for fraud and corruption, the media ministry confirmed on Saturday.
It did not name anyone, but local and French media reported earlier this week that the complaint targeted senior officials including the governor of copper-rich Katanga province, Moise Katumbi - a longtime ally of the president turned critic. 
Katumbi, seen as a potential contender for the presidency in elections next year, told Reuters on Thursday he had not been officially informed of any charges but that he would not be surprised if they came.
The media ministry said the complaint includes allegations of accepting bribes and defrauding customs services. The public prosecutor's office says the dossier is sealed and has refused to name anyone mentioned in it.
"President Kabila is committed to doing everything possible to preserve the public's faith in both their elected and appointed representatives," media minister and government spokesman Lambert Mende said in the statement. 
He has denied that there was any political motive behind the charges.
Katumbi was a longtime ally of Kabila, but the two fell out in December after Katumbi publicly voiced opposition to the idea of Kabila serving a third term in office.
Kabila, who came to power in 2001 and won disputed elections in 2006 and 2011, is constitutionally ineligible to stand in the polls, but opponents accuse him of seeking to hold onto power beyond 2016. 
Kabila has refused to comment publicly on his political future, but Mende has said that the president intends to respect the constitution.
Congo ranks 154 out of 175 countries on Transparency International's corruption perceptions index.

CHAMA cha Madereva nchini nchini kimemkabidhi mlezi wao Mkuu wa Wlaya ya Kinondoni Paul Makonda rasimu ya mkataba uliobeba maboresha ya maslahi waliokuwa wanaidai kutoka kwa wamiliki pamoja na Serikali.

Katika hatua nyingine madereva hao Julai Mosi mwaka huu wanatarajiwa kuzindua chama chao ambacho kitaitwa Chama cha Madereva Wafanyakazi Tanzania (TADWU).

Hatua ya kutengeneza rasmu hiyo hiyo imekuja baada ya kikao walichokaa Juni 21 mwaka huu ambapo lengo lilikuwa ni kuwashinikiza waajiri kuwapa mikataba ya kudumu wakiwa kazini ikiwa ni pamoja na likizo za uzazi.

Akizungumza na waandishi wa habari Dar es Salaam jana, Naibu katibu mkuu wa chama hicho, Rashid Said alisema rasimu ya mkataba huo imebeba maboresho ya maslahi yao waliyokuwa wanadai.

Alisema madai hayo ni pamoja na bima ya maisha , mazishi yenye staha, muda wa kazi kisheria, matibabu, na nauli ya kwenda kazini.

"Leo tuna chama cha wafanyakazi madereva Tanzania , pia tumepewa mkataba hivyo nawatangazia madereva wote kuwa tumepata  chombo cha kuzungumzia tofauti na ilivyokuwa awali.

Kwa sasa imebaki kujadili na serikali kuhusu kuboreshwa kwa mishahara hivyo napenda kuwatangazia madereva kuwa tumepata mikataba tuliyohitaji miaka mingi,"alisema.

Katibu huyo aliongeza kuwa chama hicho hakitasita kumchulia hatua za kisheria mmiliki atakayekiuka sheria hizo na kuongeza hakitasitakumpeleka kwenye vyombo vya sheria kama walivyokuwa wanawafanyia mwanzoni.

Akikabidhiwa mkataba huo kwa chama hicho, Mkuu wa Wilaya ya Kinondoni, Paul Makonda alisema mahali walipofikia madereva hao kwa sasa ni jambo la kuleta maendele makubwa.

Alisema watanzania wanatakiwa kutambua kuwa madai hayo si kwa ajili ya madereva peke yao  bali ni kwa ajili ya taifa zima na kwamba kutatuliwa kwa changamoto hiyo kutapunguza ajali zinazoendelea kutokea nchini.

Makonda alisema asilimia kubwa ya madereva wamekuwa wakipata ajali kutokana na kuchoka hivyo wanaposinzia usahau kuwa wanaendesha vyombo vya moto hivyo kusababisha ajali.

Katika hatua nyingine Makonda alisema kuwa asilimia 80 ya waandishi wa habari hawana mikataba ya kudumu na kwamba ni changamoto hivyo aliwataka kwenda kuonana nae ili kupata ushauri wa namna ya kuwawezesha kuhakikisha wanapewa mikataba ya ajira na waajiri wao. (Imeandaliwa na mtandao wa www. habari za jamii.com-simu namba 0712-727062)

BRITAIN WARNS FURTHER ISLAMIST ATTACKS IN TUNISIA POSSIBLE

    LONDON – Britain says Islamist militants may launch further attacks on tourist resorts in Tunisia after a gunman killed 39 people, including at least 15 Britons, in the worst assault of its kind in modern Tunisian history.
    Attacks may be carried out by “individuals who are unknown to the authorities and whose actions are inspired by terrorist groups via social media”, the Foreign Office said in updated travel advice on its website late on Saturday.
    UK Home Secretary Theresa May, the interior minister, said she would chair a meeting of the government’s Cobra emergency response committee on Sunday to ensure the government’s response to events in Tunisia was adequate.
    She said she had not seen evidence Islamist militants had specifically targeted British tourists in Friday’s attack in the Tunisian resort of Sousse.
    Britain’s Defence Secretary Michael Fallon and Foreign Secretary Philip Hammond, writing in separate Sunday newspapers, said the Tunisian murders would inform Britain's defence and security this year and stiffen London’s resolve to tackle what they described as the poisonous narrative of Islamist extremism.
    With some British tourists holidaying in Tunisia still unaccounted for, May said the number of Britons confirmed killed in the attack was expected to rise. Many Britons were due to fly home from Tunisia on Sunday, having cut short their holidays.
    In Britain, the threat level from international terrorism remains at “severe”, its second-highest setting, meaning an attack is highly likely. May said authorities had thwarted 40 attacks in the last decade and “a number of plots” in recent months.

    KUWAIT – Kuwait on Sunday identified the suicide bomber behind its worst militant attack as a young Saudi Arabian man, and said it had detained the driver of the vehicle that took him to a Shi'ite Muslim mosque where he killed 27 people.
    The disclosure of the bomber’s Saudi nationality is likely to focus the attention of authorities investigating Friday’s suicide bombing on ties between Islamists in the small Gulf state and those in its larger, more conservative neighbour.
    The interior ministry named the bomber as Fahd Suliman Abdul-Muhsen al-Qabaa and said he flew into Kuwait’s airport at dawn on Friday, only hours before he detonated an explosives-laden vest at Kuwait City’s Imam al-Sadeq mosque.
    It was not immediately known where Qabaa had arrived from, but the timing of his arrival suggests he had a network already in place in Kuwait. The ministry said it was searching for more partners and aides in this “despicable crime”, adding Qabaa had been born in 1992, putting him in his early 20s.
    Islamic State’s Saudi Arabian arm claimed responsibility for the attack on the mosque, where 2,000 worshippers were praying at the time. It was one of three attacks on three continents that day apparently linked to hardline Islamists.
    The attack was the most significant act of Sunni militant violence in Kuwait since 2005, when an al-Qaeda linked group calling itself the Peninsula Lions clashed with security forces in the streets of Kuwait City. Nine Islamists and four security force members were killed in the gun battles.
    The bombing has sharply heightened regional security concerns because Islamic State appears to be making good on its threat to step up attacks in the holy fasting month of Ramadan.
    The group, seeking to expand from strongholds in Iraq and Syria, says its priority target is the Arabian peninsula and in particular Saudi Arabia, home of Islam's holiest places, from where it plans to expel Shi’ite Muslims.
    Islamic State subscribes to a puritanical school of Sunni Islam that considers Shi’ites as heretics.
    The ministry said the driver of the Japanese-made car, who left the mosque immediately after Friday’s bombing, was an illegal resident named Abdul-Rahman Sabah Aidan. The phrasing of its statement suggests Aidan is belongs to the “Bidoon”, a large underclass in Kuwait lacking citizenship and access to jobs.

    The interior ministry, which had earlier reported the vehicle owner’s arrest, said Aidan, 26, was found hiding in one of the houses in the al-Riqqa residential area.
    “Initial investigations showed that the owner of the house is a supporter of the deviant ideology,” the ministry said, employing a term often used by authorities in the Gulf Arab region to refer to hardline Islamist militants.
    The owner of the house, a Kuwaiti citizen, was also detained, the ministry said.
    Officials said the bombing was clearly meant to stir enmity between majority Sunnis and minority Shi'ites and harm the comparatively harmonious ties between the sects in Kuwait.
    Shi'ites are between 15 and 30 percent of the population of Kuwait, a mostly Sunni country where members of both communities live side by side with little apparent friction.
    Kuwait is a conservative Muslim country where alcohol is banned, but it is less strict than Saudi Arabia on issues such as women's rights and freedom of religion.
    Kuwaitis reacted with outrage to the bombing. Some said citizens who fund Islamist armed groups fighting in Syria and Iraq were to blame for any militancy in Kuwait.
    “The wrath of God will come upon ISIS and everyone who is supporting them and collecting funds for them under the cover of helping refugees and orphans,” wrote Hamad al-Baghli, a Kuwaiti, on Twitter.
    Kuwait has been one of the biggest humanitarian donors to Syrian refugees through the United Nations, but it has also struggled to control unofficial fund-raising for opposition groups in Syria by private individuals.
    Abdulrahman al-Jeeran, a parliamentarian and member of the ultra conservative Salafi branch of Islam, told Reuters lawmakers should stop “sectarian discourse” and be prevented from using sectarian issues for electoral gains.
