AUC Deputy Chairperson Erastus Mwencha met the President of the Republic of Serbia, H.E. Mr. Tomislav Nikolic

Belgrade, Serbia, 16 December 2013 – H.E. Erastus J. O. Mwencha, the African Union Commission’s Deputy Chairperson, on Monday 16 December, started a two-day official visit to Belgrade by meeting the President of the Republic of Serbia, Tomislav Nikolic.

The meeting that took place at the Serbian presidency, focused the ways and means to improve and strengthen the good and historical relationships that exist between the Republic of Serbia and Africa; the international relations, particularly the reform of the UN System; as well as the economic international conjuncture and the involvement of Serbia on the capacity building in Africa.

The meeting underlined the necessity to direct investments to the economy in order to generate prosperity and sustainable human development. “We are working on the economic, social and political integration of the continent and we are looking forward to cooperate with Serbia, who left a footprint in Africa during its struggle against the colonialism, and to work together on how to put value”, said Mwencha.

Mlezi wa Simba, Rahma Al Kharoosi 'Malkia wa Nyuki'.

MLEZI wa Simba, Rahma Al Kharoosi, ametua jijini Dar es Salaam akiwa kwenye ndege kubwa yenye uwezo wa kubeba watu 150, lakini yeye akiwa ndiye abiria pekee ndani ya ndege hiyo.

Rahma, maarufu kama Malkia wa Nyuki, ametua na ndege hiyo aina ya Airbus 320 inayomilikiwa na Serikali ya Oman na anaitumia yeye kupitia cheo chake cha Balozi wa Heshima wa Oman nchini Morocco.

 
Ndege hiyo ilikuwa imebeba watu 17, kati ya hao 16 ni wafanyakazi ndani ya ndege ambao ni daktari mmoja, walinzi wanne, waliobaki ni marubani na wahudumu.

Akizungumza dakika chache kabla ya kuondoka nchini jana, saa 10 alfajiri, Malkia wa Nyuki alisema alishuka nchini kwa ajili ya mapumziko ya siku moja, pia kuzungumza na baadhi ya viongozi wa Simba.

 
“Nimepita tu, tumepumzika kidogo hapa na baada ya hapo ninakwenda Comoro kwa ajili ya kuzungumza na kumchukua Rais wa Comoro.

“Lakini wakati wa mapumziko, nimepata nafasi ya kuzungumza na baadhi ya viongozi wa Simba kuhusiana na mwenendo wa timu kwa hivi sasa.

 

“Kwa sasa namaliza majukumu yangu kikazi halafu nitarudi tena safari nyingine nchini kwa ajili ya kuendelea na mazungumzo na viongozi wenzangu wa Simba ili tujue tunaweza kufanya nini kuendelea kurekebisha mambo,” alisema.
Kwenye Uwanja wa Ndege wa Kimataifa wa Julius Nyerere (JNIA), Malkia wa Nyuki alisindikizwa na mwanaye Fatma, maarufu kama Nyuki Mtoto na watu wengine wawili.
Baada tu ya yeye kupanda ngazi za ndege hiyo, walinzi na wafanyakazi waliokuwa nje ya ndege hiyo nao waliingia na ikaanza safari kwenda Comoro.

African Mining Vision - a bold new African narrative

Maputo 14 December, 2013: The African Mining Vision (AMV) is part of a new story for Africa to take charge and reset the campus for its future.

Speaking at the opening of the high level conference preceding the 3rd Ordinary Session of the African Union (AU) Conference of Ministers Responsible for Mineral Resources Development, ECA Officer-in-Charge, Special Initiatives Division, Ms Fatima Denton, said that the AMV is a bold vision that demands a new narrative which can only be achieved if partnership becomes an important lever to redress the balance and create equality of opportunities for the African people.

Ms Denton said that the AMV must re-set the dials of the compass to industrialization to ensure that in the new climate of natural resource exploitation that we not only extract, and but add value to our resources. “As we collectively re-write the new narrative on mining and extractive, we remain determined in our resolve to enter into broad agreement with governments, regional economic communities, private sector, research institutions and men and women of Africa and beyond who remain tireless in their fight for an inclusive and sustainable growth". She added that Africa’s endowment with abundant natural resources needn’t be a curse, but a blessing. “The blessing is to reset the compass points to a future on which we can weigh the scale of our ambition against a sector that will shore up new jobs, create novel opportunities and design policies, frameworks and mechanisms that will support, accompany and deliver on the bold lifelong project of the Africa Mining Vision.” She said.

Over 60 senior government experts in mining and natural resources development, including civil society, private sector have convened in Maputo for a high level conference under the theme ‘Leveraging the African Mining Vision for Africa’s Renaissance: towards broader ownership. The 3 day high level conference  taking place between 13 and 17th December seeks to brainstorm on how African countries can design and implement effective strategies and policies through the AMV framework.

Meanwhile, Director of Trade and Industry at the AUC, Ms Treasure Maphanga commended ECA and other partners including Africa Development Bank for their technical support in shaping the AMV and developing a business plan for establishing the Africa Mineral Development Centre (AMDC).

Ms Maphanga said the AMV was an African owned initiative re-writing the African story and represents a major structural transformation of moving mineral worth from an enclave of extractive industries to inclusive development.

The AMV was adopted by African Heads of States and Governments in February 2009 and directed Ministers Responsible for Mineral Resources to develop a road map for implementing the vision for a transparent, equitable and optimal exploitation of mineral resources to underpin broad-based sustainable growth and socio-economic development.

The 3rd Ordinary Session of the African Union Conference of Ministers responsible for Mineral Resources Development is convening to among others review the business plan for the AMDC as an institutional framework for the implementation of the AMV.

The AU Conference of Ministers will also officially launch the African Mineral Development Centre as a project on Monday, 16 December 2013.

The high-level conference and AU Conference of Ministers is jointly organised by the African Union, the Republic of Mozambique and The Economic Commission for Africa.

Science and Technology: key for Africa’s Socio-economic advancement

Addis Ababa, 09 December 2013- As part of the year-long celebration of the commemoration of the OAU/AU 50^th year anniversary, the African Union Commission (AUC), through its Department of Human Resources, Science and Technology, (HRST) opened the Science, Technology and Innovation (STI) week. It also witnessed the three winners of Kwame Nkrumah Scientific Regional Award, today 08 December 2013, at the AU headquarters in Addis Ababa, Ethiopia. 

    

During the opening ceremony H.E Demitu Hambisa, Minister of Science and Technology, Federal Democratic Republic of Ethiopia, considered Science and Technology as the most effective means to enhance growth and socio-economic development of nations. “Technological development has a profound and long-term impact on income distribution, economic growth, employment, trade, environment and industrial structure”, she added.

“The AU's approach to the post 2015 development agenda and the forthcoming Agenda 2063 highlight the promotion of STI as a key driver of change and recognizes that "Africa's sustained growth, competitiveness and economic transformation will require investments in new technologies and innovations."  At the same time, the AU Science, Technology and Innovation Strategy for Africa 2024 (STISA-2024) places science, technology and innovation at the centre of Africa’s social and economic development”, said Ambassador Gary Quince, Head of Delegation of the European Union to the African Union.

   

Officially opening the STI week, H.E Mr. Erastus Mwencha, Deputy Chairperson of the African Union Commission, stressed the need for strategic coordination, knowledge sharing and commitment in advancing science and technology for the overall socio-economic development of the continent.

    

The Director of Human Resources, Science and Technology, at the AUC, Dr. Abdul-Hakim Rajab Elwaer argues that science, technology and innovation has to occupy a pivotal and central position in Africa’s social and economic development dynamics. “We have a strong conviction that science, technology and innovation is a tool for economic growth, wealth creation, food security, as well as political stability”, he added. 

Following the end of the opening session, the STI week, under the theme Science and Technology’s contributions towards AU Agenda 2063, announced the three winners of Kwame Nkrumah Scientific Regional Awards:

Professor Isabelle Adolé GLITHO-AKUESON- currently Professor of animal Biology, specialty in Entomology, Director of the Laboratory of Entomology and Dean of the Faculty of Science at the University of Lomé (Togo). She is holder of the UNESCO Chair  "Women, Science and Sustainable Water Management in West Africa”, President of the Regional Experts Commission of West Africa AUF Office (BAO/AUF), President of the association "Togolese Women for Science & Technology Advancement", and Board Member of Research Management and Applications n° 2 IRD (CGRA2/IRD).

Dr. Yvonne Bonzi-Coulibaly- the first professor in Chemistry at Ouagadougou University.  She taught chemistry at Chemistry Institute of Ouagadougou University from1987-1988), and at the Science Faculty and Pharmacy department of Abidjan University from 1989-1992. Her areas of expertise are in Organic Chemistry, Mass Spectrometry and Pollution.

Dr. Quarraisha Abdool Karim- Professor Abdool Karim is an Honorary Professor in Public Health at the Nelson R Mandela School of Medicine at University of KwaZulu-Natal, Associate Professor of Epidemiology at Columbia University in New York and Associate Scientific Director of CAPRISA – Centre for the AIDS Programme of Research in South Africa. Her research has changed the face of HIV prevention by providing the first effective technology, tenofovir gel, that women can use and control in order to protect themselves from acquiring HIV.

The African Union (AU) Kwame Nkrumah Scientific Awards program is one of the several bold steps taken by the AU Commission to boost and popularise Science and Technology in Africa through empowering African scientists, celebrating their achievements and promoting all efforts to transform scientific research into economic growth.

Sumaye urges Tanzanians abroad to promote country as investment destination

Tanzanias living abroad have been challenged to act as forerunners of others so as to give them confidence that our country is really the ultimate, most vibrant and best investment destination in Africa.

The challenge was made last week in London by former Prime Minister Frederick Sumaye when opening the United Kingdom –Tanzania Trade and Investment Forum.

In a statement availed to this paper, he said: “We as a country have great interest in our diaspora people and you as diaspora must have equally great interest in the betterment of your country. I am sure together we will win.”

He said the government has always been and is still ready and committed to work with them and will do its utmost to help in establishing their business ventures in Tanzania.

“Our investment climate is very conducive for business and our incentive packages are very attractive and competitive,” he said.

He said the government will help them to start businesses and protect them so they can prosper within the legal framework as long as it is clean business.
He said, in the past, the diaspora was considered as people who have run away and would be bad influence to our societies, therefore they should not be welcome back home.

“This mentality is far outdated. Today, we take our diaspora as an important component of our society and important partners in the development of our country and society,” he said.

Further, he said our diaspora is composed of different groups of people, from those working in various institutions, including the government, as experts or expatriates, there are those working as consultants while others are doing private business.

“In this gathering there are also some businesspeesons not from the diaspora. These people want to hear and possibly explore business opportunities that exist in Tanzania,” he said.

According to him, Tanzania has a vibrant market- based economy with rapidly growing real GDP, low inflation rate and stable foreign exchange position.
The economy is liberalised where the government is no longer involved directly in doing business.

For nearly two decades now, Tanzania has put in place the most conducive investment environment for the private sector to lead the economy as an engine of growth, and these reforms generated strong macroeconomic indicators.

“Within our investment framework guided by our investment laws and regulations, we have wide opened our doors for anyone interested to do business in Tanzania,” he said.
Private banks are allowed to operate freely in the country and investors can repatriate profits and dividends without any problems whatsoever.
Sumaye said the government has established a one-stop-facilitation shop within the Tanzania Investment Centre (TIC).

“Under this shop we have stationed government officials from key ministries, departments and agencies to assist potential investors to fasttrack their projects and services like issues related to company registration, business licensing, access to land for investment, taxation, immigration, residence and labour issues,” he stated.

He said the investment and business climate in Tanzania has already attracted a growing number of foreign investors to Tanzania.

The World investment Report 2013, published by UNCTAD indicates that the flow of FDI into the country has increased from USD582m in 2007 to USD1,706m in 2012. 
Understandably, many potential investors consider Tanzania as their favoured investment destination in Africa and most favoured destination in East Africa.

Tanzania has enormous investment opportunities in various sectors; conducive business environment, political and macroeconomic stability, stable investment policy regimes, facilitative government, educated labour-force, a sizeable and captive market, and a unique geographical location.

The forum was organised by the New Deal Africa (UK) in collaboration with Tanzania High Commission in the UK, The Tanzania Trade Centre, London and the United Kingdom Trade and Investment (UKTI).

Africa’s Groundbreaking Convention on Internal Displacement Reaches First Anniversary

ADDIS-ABABA, 9 DECEMBER 2013: December 6th marked the first anniversary of the coming into force of the Kampala Convention.  This is the world’s first-ever continental instrument that legally obliges African governments to protect and assist Internally Displaced Persons (IDPs).  In a report released, the African Union Commission together with the Norwegian Refugee Council’s Internal Displacement Monitoring Centre (IDMC) took a look back to see what progress has been made since the Convention came into force last year.

Africa is home to almost a third of the world’s internally displaced persons, with 10.4 million people displaced by conflict and violence as of December 2012. Further to this, 8.2 million people were newly displaced by disasters such as floods and storms during 2012 alone. 

 “The magnitude of displacement in Africa calls for a response that goes beyond any one actor’s capabilities. Joining forces, rallying resources, expertise, and leadership from regional bodies, governments, and civil society is the only way in which we can chip away at the impact of internal displacement… Such a need for collaboration and participation is affirmed by the [Kampala] Convention,” the Commissioner for Political Affairs, H.E. Dr. Aisha L. Abdullahi and the Secretary General of the Norwegian Refugee Council, Jan Egeland said in a joint forward in the report.

Using case studies from Kenya, Uganda and Nigeria, the joint report entitled ‘The Kampala Convention one year on: Progress and prospects,’ illustrates the multiple and interlinked causes that force people to flee their homes. For example, in Kenya, displacement is identified as the result of a combination or sequence of causes, which include inter-communal conflicts as well as severe droughts and weather events. Equally, in Nigeria in 2012, the most devastating floods in 40 years hit the country and displaced millions of people, adding to the vulnerabilities of those already fleeing from conflict and violence.

As well as displacement by conflict and natural disasters, the Kampala Convention also recognises other drivers of displacement such as forced evictions from development projects like dam building or mineral extraction. “This unique recognition makes it truly all-encompassing as it is only through an understanding of these various displacement drivers that relevant long-term solutions can be found,” said Alfredo Zamudio, Director of IDMC. 

According to this joint report, progress of the Kampala Convention has been uneven. Some states have made significant steps towards implementing its contents with Angola, Malawi and Rwanda all ratifying over the last 12 months, while 15 of the 54 AU members have yet to sign.
