ZanzibarThe Tanzanian Minister for Foreign Affairs and International Cooperation, Hon Bernard Membe (MP) has said the African continent will continue to be a laughing stock unless it strives to restore the Pan-Africanism and Solidarity spirit on issues of major concern to the continent as it was in the past.Delivering a Keynote Address at the 4th Thematic Workshop of the African Union Panel of the Wise in Zanzibar yesterday, the Minister said the tempo of Pan-Africanism and Solidarity among member countries in the continent was now fading and cracking more than ever before.He said for example, while in June 2011 a total of 35 countries registered to oppose what was taking place in Libya against 19 members who supported the upraising, three months later, in the September 2011 General Assembly only 9 countries remained opposed to what was taking place in Libya."Unless African countries unites, the continent will continue to be a laughing stock when it comes addressing the issues of concern to the continent" the Minister noted in the meeting, attended also by the former South African President, Thabo Mbeki and other members of The african Union High Level Panel of Eminent Personalities together with members of The Panel of the Wise under the chairmanship of Former Prime of Tanzania, Minister Dr Salim Ahmed SalimWith regard to what is taking place in North Africa and Middle Africa, the Minister said there was a need to assess critically to see whether the western values of democracy can be compatible with middle East and North African Culture."I am of the opinion that some of these cultures are not necessarily compatible with the western values that the world powers want to impose" the Minister said.He said it was unfortunate that while more than 60 per cent of the matters discussed at the Security Council were about Africa, the whole continent has failed to secure even a single seat in the United Nations Security Council despite the continent's collective demand and campaign to have at least two permanent seats.Earlier, the AU Commissioner for Peace and Security, Ambassador Ramtane Lamamra noted Tanzania as one of the few countries in Africa that have put in place best mechanism for smooth power transfer from one leader to another in an orderly and peaceful manner since 1985.He said Tanzania remained to be a shining example of Tanganyika and Zanzibar being the only African countries which united, hardly a year after the establishment of the Organization of the African Unity (OAU), which has maintained and consolidated that united to date when it celebrates its 50 years of its Independence." Tanzania played a leading role and made immense sacrifices in the liberation struggles of our continent from colonialism by not only hosting the OAU Liberation Committee but also training camps of the liberation fighters" he said.The two-day thematic workshop that brings on board a number of members of the AU Panel of the Wise and the AU High Level Panel of the eminent personalities, is aimed at addressing and analyzing major conflicts in the region including the North Africa Arab springs.In attendance are Former President of Burundi, Pierre Buyoya, Former President of South Africa, Thambo Mbeki, Former Prime Minister of Tanzania Dr Salim Ahmed Salim and Former President of Cape Verde, H. E. Pires Verona Pedro who was recently awarded with The Mo Ibrahim Award on Good Governance in Africa.
