Experts to review the indicators for the implementation of the Agenda 2063 First Ten-Year Plan

Addis Ababa, Ethiopia, 07 December 2015: Experts from across the Continent have convened today, 07 December 2015 at the African Union headquarters in Addis Ababa, Ethiopia to review the Agenda 2063 First Ten Year Implementation Plan measurement Framework. The three-day meeting will provide an opportunity to statisticians, planners, academicians, development partners as well as representatives of the civil society to identify and recommend core indicators that will facilitate the domestication and implementation of the new Africa’s development framework.

Addressing the meeting during the opening ceremony on behalf of the African Union Chairperson, H.E Dr. Nkosazana Dlamini-Zuma, Dr. Réné Kouassi N’Guettia, Director for Economic Affairs, recalled that the African leadership adopted the Agenda 2063 and its First Ten Tear Implementation Plan to achieve the Pan-African vision of an integrated, prosperous and peaceful Africa. He further argued that in order to translate into action the different aspirations of Agenda 2063, Africa should be able to define clear indicators to monitor and evaluate the progress in implementing the Agenda. Moreover, he added that participants will identify challenges, propose new indicators and make amendments, if necessary.  “Experts will also agree on a consensus on source of data, as well as, the Core Indicators that Member States will have to report to the Regional Economic Communities.” said the Director.
This meeting was preceded by another meeting that took place in Nairobi from 16 to 18th November for the Development of a Roadmap for the Convergence of AUC/AFDB/UNECA and RECS Monitoring and Evaluation Systems for The First Ten Year Implementation Plan of Agenda 2063. The outcomes will be presented next in South Africa during the meeting to cost the indicators.

About Africa’s Agenda 2063

Agenda 2063 was adopted by the 24th Ordinary Session of the AU Assembly on the 31 January 2015 as is anchored on the AU Constitutive Act, the Pan African vision of “an integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the international arena”, the 50th Anniversary Solemn Declaration 2013 as well as the national, regional and continental priorities. The First Ten-Year Implementation Plan for Agenda 2063 builds upon the Agenda 2063 Framework Document adopted in January 2015, and seeks to accelerate Africa’s political, social, economic and technological transformation while continuing the Pan African drive for self-determination, freedom, progress and collective prosperity.

PRESS RELEASE

Commonwealth Centre of Excellence for Women in Procurement planned in Nairobi

The Commonwealth Centre of Excellence for Women in Procurement - a world first - was announced during the Malta CHOGM Business Forum in a major collaboration between the Commonwealth Businesswomen’s Network, an accredited organisation focused on women’s economic empowerment recognised by 53 governments, and the Government of Kenya. It follows intensive discussions since both parties came together at an event during the 59th UN Commission on the Status of Women in New York in March. Kenya’s leadership in this area was acknowledged during CHOGM with the announcement of its award for ‘Women in Procurement – Government’ during the 1st CHOGM Women’s Forum. Associated partners are the Chartered Institute of Procurement and Supply (CIPS) and UN Development Business (UNDB).

In June officials from 22 Commonwealth countries met in South Africa and recognised ‘that a gender imbalance persisted in global trading patterns’ and proposed ‘increasing trade-related capacity-building for women including on entrepreneurship and international procurement.’ This builds on pioneering work by the Commonwealth Secretariat from 2013 which found that ‘inclusive government procurement policy, coupled with the effective management of scarce resources, can accelerate sustainable economic outcomes’ and that ‘given the size of government spending, public procurement has the potential to be a useful policy tool for growth and the socio-economic transformation of a country.’

Developing countries (under 20%) and women-owned/led/operated businesses (under 1%) are still significantly under-represented in public procurement contract awards due to low awareness, insufficient skills and patchy support to enable them to prepare for, pick up on and participate in contracting and export opportunities worldwide. The Centre Commonwealth Centre of Excellence for Women in Procurement will aim to change this through encouraging countries to target 5,300 women trained by the time of the next CHOGM by 2018 (100 per country). This will be in two stages – completion of an online programme in the Commonwealth Businesswomen Academy involving 2-3 hours a week over 9 months delivered by CIPS followed by access to the Centre of Excellence.

The Centre will bring together knowledge (including access to tenders disseminated via UNDB from the multilateral development banks and the private sector with further training from CIPS) and experience (highlighting the approach, impact and lessons of Kenya’s pioneering of 30% public procurement reservation regulations for women since 2013). A parallel track will be advocacy and engagement with Governments and Multilateral Development Banks.

Arif Zaman, Executive Director of the Commonwealth Businesswomen’s Network (CBW) said: ‘This is a landmark development. We have been greatly encouraged by our discussions with President Uhuru Kenyatta and his team during CHOGM in Malta. President Kenyatta’s raising of the importance of procurement as a driver and an enabler for women's economic empowerment with other Heads of Government during CHOGM underscores Kenya’s commitment and leadership and we have embarked on a roadmap to make the Centre fully operational during Malta’s term as Commonwealth Chair-in-Office.’

PRESS RELEASE

Commonwealth Games an opportunity for women in business too

The closing day of the Commonwealth Heads of Government Meeting on 30th November saw a Sports Breakfast hosted by the Commonwealth Games Federation also attended by the Commonwealth Businesswomen’s Network, an accredited organisation focused on women’s economic empowerment recognised by 53 governments, and the Durban Chamber of Commerce. The power of the Commonwealth Games as a flagship Commonwealth brand was acknowledged by Commonwealth Secretary-General Kamalesh Sharma.

Glasgow 2014 set out its commitment to ‘procurement processes to enable opportunities for broader supply chain engagement...by awarding contracts....to supported businesses, believing involvement of the third sector is crucial to improving social inclusion, along with delivering good value for money.’ This is something that the Gold Coast Games can build on in 2018 and Durban in 2022.

Arif Zaman, Executive Director of the Commonwealth Businesswomen’s Network (CBW) said: ‘Glasgow has shown that the Games can be a significant opportunity for women in business through procurement. We look forward to further realising these opportunities by working with the Gold Coast Games in 2018 and Durban in 2022.’

David Grevemberg CBE, Chief Executive Officer, Commonwealth Games Federation said: ‘Sport underpins the unique connections and friendships which bring together a third of the world’s population as citizens of the Commonwealth. As athletes, audiences and suppliers the Games provide great opportunities for women too with inclusivity being a guiding principle.’

Farzana Varachia-Patel, CEO Xanopia Women’s Business Group and CBW Regional Partner, Africa who also attended CHOGM, said: ‘Durban’s hosting of the Games in 2022 presents real opportunities for women in South Africa and beyond especially if we can harness the energy and excitement in abundance from the award win to accelerate progress in women's economic empowerment.’
