Espionage?: Russia boots out US Agency for meddling in internal affairs

USAID:Booted out as Russia says it was over stepping boundaries
Russia has booted out of the country the United States Agency for International Development(USAID), accusing the organization of covertly engaging in espionage and meddling in Russia’s political affairs
Russia foreign Ministry claimed USAID has been discovered to be meddling in the internal affairs of Russia and therefore had its stay in the country declared no more tenable.
“The character of the agency’s work…did not always comply with the declared aims of cooperation in bilateral humanitarian cooperation,” Russia  Foreign Ministry said on its website, accusing USAID of capitalising on financial grants and aids to tamper with the course of political process.
“We are talking about issuing grants in an attempt to affect the course of the political processes in the country, including elections at different levels and institutions in civil society.”
According to the Foreign Ministry, USAID was attempting to manipulate all circumstances relating to the election processes in the country.
In an interview to Kommersant, Dmitry Peskov, President Putin’s press-secretary, suggested that the US agency was not abiding by the rules regulating their work with NGOs.
USAID now has until October 1 to close the mission down completely .
“As all foreign agencies that provide financial support for Russian NGOs, USAID should abide by Russia’s legal regulations,” Peskov said. “As long as the Americans abide by these norms, we obviously couldn’t make a decision to terminate their activities on Russian territory.”
Moscow‘s decision to halt USAID programs comes after Putin in July signed legislation that requires nongovernmental organizations….that receive funds from abroad to register as “foreign agents.”
Russian civil society has become fully matured”,  the Foreign Ministry said, and did not need any “external direction.” Moscow is ready to work with USAID in third-party countries, it said.
The law requires that Russian-based NGOs provide information as to how funds received from abroad are being used in Russia.
The United States has denied that USAID programs are aimed at interfering in Russia’s domestic affairs after  United States Agency for International Development (USAID)  confirmed  it was closing  its offices in Russia.
After 20 years of working in Russia, USAID officials said they were informed by the Russian government that their services were no longer required.
The United States has denied that USAID programs are aimed at interfering in Russia’s domestic affairs.
US State Department Spokeswoman Victoria Nuland announced the termination of USAID’s operations in Russia on Tuesday. The Kremlin notified US officials they have until October 1 to close the mission.
Washington began its USAID operations in Moscow following the unexpected collapse of the Soviet Union. At that time, Russia was a basket case, dependent on IMF loan transfusions just to keep its head above water. USAID spent more than $2.6 billion in Russia on various projects, like cleaning up the environment and fighting against infectious diseases.
Russia’s domestic situation began to turn around, however, when the presidency passed from Boris Yeltsin to Vladimir Putin. Today, Russia has not only returned its debts, but is now a lender of last resort for countries hammered by the 2008 financial crisis.
Although Russia’s reversal of fortunes is often explained by its vast natural resources, political will also played a significant role in the progress.
Since Russia no longer sees itself as a charity case, USAID activities were increasingly viewed as not only redundant, but even a little humiliating.
Aside from the growing irrelevance of such foreign-sponsored activities, there was the nagging suspicion inside Russia that these agencies served as fronts for purely political motives.
This year, for example, USAID was allotted $50 million to finance its Russia activities. Approximately 60 per cent of the budget was to be used for promoting democracy and human rights. This represents a dramatic increase compared with the former Bush administration.

EasyJet founder Sir Stelios' new budget African airline FastJet has announced that Tanzania will be its first African base.
The low cost airline, which will establish the base at Dar es Salaam, is to start flights in November with seats going on sale a few weeks earlier.
It claims fares as low as $20 one-way excluding taxes and charges will be available.
The lease for FastJet's first Airbus A319 aircraft has been signed with lessor BBAM and will arrive in Dar es Salaam next month. Recruitment for crew and ground staff is already under way.
FastJet chief executive Ed Winter said: "Our initial focus will be on East Africa with the airline's first base at Dar es Salaam, Tanzania, where the A319 aircraft has already been approved by the Tanzania Civil Aviation Authority.
"This will be followed by a second base in Nairobi, Kenya, once the A319 is approved there. We look forward to bringing a great, reliable and affordable service to the people of East Africa."
Once established in East Africa, FastJet has plans to launch in Accra, Ghana and Luanda and Angola.

World Security Network reporting from London in the United Kingdom, September 15, 2012

Dear Ladies and Gentlemen,

"The U.S. must enforce all possible measures against hate speeches and crimes in America and not simply argue that this is not possible because of the First Amendment. Under the fixed rules of The Holy Qur’an it is forbidden to attack people who did not insult you. All acts of self-defense have to be directed against the attacker personally. Therefore a protest against the film is in line with Islam, but not any attack on U.S. citizens."
For many years the independent World Security Network Foundation (WSN) has promoted the Human Codes of Tolerance and Respect through its global project www.codesoftolerance.com to enhance tolerance and respect towards other religions, races and ethnic minorities with a focus on Islam (also on Facebook).
Below are our WSN proposals on how to react to the 14-minute trailer that mocks the Holy Prophet as a womanizer, child molester and ruthless killer (called “Innocence of Muslims”, posted in YouTube) and the angry reactions across the Muslim World, including the killing of U.S. Ambassador John Christopher Stevens in Benghazi (Libya) and three of his staff members:
1. A double strategy of containment, condemning the insulting video clip on one side and violence against people who have nothing to do with the film on the other is necessary. We also have to promote the Golden Nuggets of tolerance we all share in our global village (see Hubertus Hoffmann, Codes of Tolerance Speech in Dubai UAE here).
2. The video clip violates the world religion of Islam, as well as insulting attacks on the Holy Qur’an, the Holy Bible in Nigeria or India or the Holy Torah the Palestine. In a world of 7bn individuals you will always have some who misbehave and hurt the religious convictions of others.
3. The U.S. must enforce all possible measures against hate speeches and crimes in America and not simply argue that this is not possible because of the First Amendment. The burning of the Qur’an by Terry Jones in Florida led to the killing of UN personal in Afghanistan and now this film has resulted in the killing of the U.S. Ambassador in Libya. U.S. federal prosecutors and courts must act now to protect Americans. The U.S. Supreme Court upheld the Foreign Agents Registration Act of 1938 in U.S. 465 in 1987 under which several Canadian films were defined as "political propaganda," requiring their sponsors to be identified. Something like this should be required with hate propaganda films as well.
4. Republican U.S. Presidential candidate Mitt Romney said in a statement on September 11, 2012: "It's disgraceful that the Obama administration's first response was not to condemn attacks on our diplomatic missions, but to sympathize with those who waged the attacks. "This was not only wrong and far from the style of a true president but also a counter-productive attack on the acting president. He too needs a double strategy approach and must avoid collecting voters on a national tragedy.
5. If a single American insults Islam with one YouTube video, he is not representing 300 million Americans at all. The only man who represents all Americans is the U.S. President.
"John Christopher Stevens, US Ambassador to Libya since May 2012, was killed on September 13, 2012 inside the U.S. consulate in Benghazi, Libya by protestors. I demand that the city of Benghazi name an important street or public place in front of the U.S. consulate after U.S. Ambassador Chris Stevens, for, together with his country, the United States of America, he contributed to making the revolution in Libya and the overthrow of Col. Gaddafi possible."
6. Under the fixed rules of The Holy Qur’an it is forbidden to attack people who did not insult you. All acts of self-defense have to be directed against the attacker personally. Therefore a protest against the film is in line with Islam, but not any attack on U.S. citizens. Moreover, any slogan suggesting that “America” is responsible for the act of one man contradicts Sharia and the Holy Qur’an. Egyptian President Mohammed Morsi, Afghan President Karzai, Iraqi Prime Minister Nuri al-Maliki or the new Prime Minister of Libya Mustafa Abushagur should condemn the short film, but it is just as important to make clear these Islamic rules do not allow attacks on any people who have not attacked you. In a symbolic gesture, these Muslim leaders as well as imams in the Arab world must invite American citizens in front of TV cameras to make that statement very clear. This is their political and religious responsibility; otherwise they themselves offend against the Holy Prophet and the Holy Qur’an. Not only U.S. officials, but all Western leaders, foreign ministers and diplomats must make that very clear in letters to them now.
7. I demand that the city of Benghazi name an important street or public place in front of the U.S. consulate after U.S. Ambassador Chris Stevens, for, together with his country, the United States of America, he contributed to making the revolution in Libya and the overthrow of Col. Gaddafi possible.
8. We have to cut the dangerous tit-for-tat strategy of the radicals who provoke a spiral of confrontation, while making it clear that a majority of 99.99 percent of the people tolerate and respect all other religions and want a global village of peace and love. We should not leave the public attention and media coverage to the few criminals only.
This newsletter of the global World Security Network Foundation is dedicated to U.S. Ambassador John Christopher Stevens and three of his team-members killed serving a free and better Libya as true American patriots and global concerned citizens.

THE WHITE HOUSE
Office of the Press Secretary
________________________________________________________________
For Immediate Release                         September 14, 2012

REMARKS BY THE PRESIDENT
AT TRANSFER OF REMAINS CEREMONY
FOR BENGHAZI VICTIMS

Andrews Air Force Base

2:46 P.M. EDT

THE PRESIDENT:  Scripture teaches us “Greater love hath no man than this, that a man lay down his life for his friends.”  Glen Doherty never shied from adventure.  He believed that, in his life, he could make a difference -- a calling he fulfilled as a Navy SEAL.  He served with distinction in Iraq and worked in Afghanistan.  And there, in Benghazi, as he tended to others, he laid down his life, loyal as always, protecting his friends.  Today, Glen is home.

Tyrone Woods devoted 20 years of his life to the SEALs -- the consummate “quiet professional.”  At the Salty Frog Bar, they might not have known, but “Rone” also served in Iraq and Afghanistan.  And there, in Benghazi, he was far from Dorothy and Tyrone Jr., Hunter and little Kai.  And he laid down his life, as he would have for them, protecting his friends.  And today, Rone is home.

Sean Smith, it seems, lived to serve -- first, in the Air Force, then, with you at the State Department.  He knew the perils of this calling from his time in Baghdad.  And there, in Benghazi, far from home, he surely thought of Heather and Samantha and Nathan.  And he laid down his life in service to us all.  Today, Sean is home.

Chris Stevens was everything America could want in an ambassador, as the whole country has come to see -- how he first went to the region as a young man in the Peace Corps, how during the revolution, he arrived in Libya on that cargo ship, how he believed in Libya and its people and how they loved him back.  And there, in Benghazi, he laid down his life for his friends -- Libyan and American -- and for us all.  Today, Chris is home.

Four Americans, four patriots -- they loved this country and they chose to serve it, and served it well.  They had a mission and they believed in it.  They knew the danger and they accepted it.  They didn’t simply embrace the American ideal, they lived it.  They embodied it -- the courage, the hope and, yes, the idealism, that fundamental American belief that we can leave this world a little better than before.  That’s who they were and that’s who we are.  And if we want to truly honor their memory, that’s who we must always be.

I know that this awful loss, the terrible images of recent days, the pictures we’re seeing again today, have caused some to question this work.  And there is no doubt these are difficult days.  In moments such as this -- so much anger and violence --even the most hopeful among us must wonder.

But amid all of the images of this week, I also think of the Libyans who took to the streets with homemade signs expressing their gratitude to an American who believed in what we could achieve together.  I think of the man in Benghazi with his sign in English, a message he wanted all of us to hear that said, "Chris Stevens was a friend to all Libyans.  Chris Stevens was a friend."

That’s the message these four patriots sent.  That’s the message that each of you sends every day -- civilians, military -- to people in every corner of the world, that America is a friend, and that we care not just about our own country, not just about our own interests, but about theirs; that even as voices of suspicion and mistrust seek to divide countries and cultures from one another, the United States of America will never retreat from the world.  We will never stop working for the dignity and freedom that every person deserves, whatever their creed, whatever their faith.

That’s the essence of American leadership.  That’s the spirit that sets us apart from other nations.  This was their work in Benghazi, and this is the work we will carry on.

To you -- their families and colleagues -- to all Americans, know this: Their sacrifice will never be forgotten.  We will bring to justice those who took them from us.  We will stand fast against the violence on our diplomatic missions.  We will continue to do everything in our power to protect Americans serving overseas, whether that means increasing security at our diplomatic posts, working with host countries, which have an obligation to provide security, and making it clear that justice will come to those who harm Americans.

Most of all, even in our grief, we will be resolute.  For we are Americans, and we hold our head high knowing that because of these patriots -- because of you -- this country that we love will always shine as a light unto the world.

"Greater love hath no man than this, that a man lay down his life for his friends."

The flag they served under now carries them home.  May God bless the memory of these men who laid down their lives for us all.  May God watch over your families and all who loved them.  And may God bless these United States of America.
