Kofi Annan announces the former President of Mozambique as the winner of the Mo Ibrahim Prize for Achievement in African Leadership
Joaquim Chissano, the former President of Mozambique, has been announced today as the winner of the inaugural Mo Ibrahim Prize for Achievement in African Leadership. The largest individual award in the world, it comprises:
• US$5 million over 10 years and US$200,000 annually for life thereafter• Up to US$200,000 a year for 10 years towards the winner’s public interest activities and good causes
Announcing the Laureate in front of an audience of London’s African diplomatic community, civil society representatives and the media, Kofi Annan, the Chair of the Prize Committee, said that “President Chissano’s achievements in bringing peace, reconciliation, stable democracy and economic progress to his country greatly impressed the committee. So, too, did his decision to step down without seeking the third term the constitution allowed.”
Praising his Government’s economic progress, poverty reduction programmes, infrastructure development and work to tackle HIV/AIDS, Kofi Annan stated that “it is his role in leading Mozambique from conflict to peace and democracy that President Chissano has made his most outstanding contribution.” He also commended President Chissano for his “major contribution outside his country’s borders” which included providing “a powerful voice for Africa on the international stage”.
Kofi Annan stated that “the Prize celebrates more than just good governance. It celebrates leadership. The ability to formulate a vision and to convince others of that vision; and the skill of giving courage to society to accept difficult changes in order to make possible a longer term aspiration for a better, fairer future.”
The annual Prize has been established by the Mo Ibrahim Foundation, launched in October 2006 as an African initiative to strengthen governance in Africa. The winner was selected by the Prize Committee of six eminent individuals who assessed every sub-Saharan African leader who has left office in the last three full calendar years on their exercise of leadership.
The Committee drew on research from the recently published Ibrahim Index of African Governance, and a range of other sources, to assess the quality of governance in the areas of economic and social development, peace and security, human rights, democracy and the rule of law. The Prize aims to encourage leaders who fully dedicate their tenure of office to surmount the development challenges of their countries, improving the livelihoods and welfare of their people and consolidating the foundation for sustainable development.
On hearing the outcome of the Prize Committee’s deliberations, Mo Ibrahim, the founder of the Mo Ibrahim Foundation, said: “I am absolutely delighted that Joaquim Chissano has been selected as the first Laureate. As a man who has reconciled a divided nation and built the foundations for a stable, democratic and prosperous future for the country, he is a role-model not just for Africa, but for the rest of the world.”
The Gathering of Africa's Best is an exhibition of excellence hosted by The Trumpet - Britain's largest-distributed Black publication.
Africans are making a mark and contributing to nation building in all areas of human endeavour but have not attracted the positive recognition deserved.

This year the annual Springbok dinner will take place at the prestigious home of the world’s most famous wax figures – Madame Tussauds on Thursday, November 29. The black tie event will host various members of the Springbok team, who will be in town for their game against the Babar-ians at Twickenham on December 1, 2007.
At last year’s event special guests included Springbok captain John Smit, Percy Montgomery, Os du Randt, Jean de Villiers, Victor Matfield, Bryan Habana plus many more.
Exclusive Springbok memorabilia will be available at the event as well as the chance to meet with the team and its management.

YOUNGSTERS were taught about issues surrounding Black History Month through the medium of art at their school in Lodge Park this week.Birmingham-based artist Saranjit Birdi visited Woodfield Middle School in Studley Road on Tuesday (October 16) to help pupils design and create art depicting characteristics from black history, such as slavery and blues.The youngsters are in the process of creating three black history-themed exhibitions which the school hopes to display in Redditch Library or in the Kingfisher Centre.Examples of digital, textile and 2D art will be showcased.A spokesperson for the school said it was a great way for the pupils to learn about the different aspects of black history.Black History Month runs throughout Britain every October and aims to promote knowledge of history, culture and heritage.

In 1962 the Commonwealth Immigrants Act was passed in Britain along with a succession of other laws in 1968, 1971, and 1981 that severely restricted the entry of Black immigrants into Britain. This brought the period of Black growth in Britain to an end. During this time period emergent blacks and Asians struggled in Britain against racism and prejudice. In 1975 a new voice was resurrected for the black London population; his name was David Pitt and he brought a new popular tone to the House of Lords. He spoke against racism and for equality in regards to all residents of Britain. With this new voice also came the chance for the black population, workers and community activists the opportunity to elect four Black members into Parliament.
By the end of the 1900s the number of black Londoners numbered half a million. This number was taken from the 1991 census. An increasingly number of these black Londoners were London or British born. Even with this growing population and the first blacks elected to Parliament there was still discrimination and a socio-economic imbalance in London among the Blacks. In 1992 the number of blacks in Parliament increased to six and in 1997 they increase their numbers to nine. There are still many problems that Black Londoners face, the new global and high tech information revolution is changing the urban economy and driving unemployment rates among blacks up in respect to other unemployment rates among non-blacks. This fact threatens to erode the progress made thus far.

Dignitaries and senior political representatives from South Africa and
the UK will attended the unveiling ceremony at Albert Road Recreation Ground, N22, and a plaque on a property in Alexandra Park Road , N22, where Mr Tambo lived for many years with his wife Adelaide during his long exile from his homeland from 1960.
The unveiling, along with speeches remembering Mr Tambo, will took place between 12 noon and 2pm on 17 October.
The event has been organised by Haringey Council in partnership with
the South African High Commission, the Friends of Albert Road
Recreation Ground (FARRG), Alexandra Park Secondary School and Rhodes
Avenue Primary School , to celebrate the borough's association with Mr
Tambo, who was President of the ANC from 1967 to 1991.
In 1990 Oliver and Adelaide Tambo received the Freedom of the Borough
in recognition of their contribution to the struggle for freedom in

· President Girma Woldegiorghis was re-elected President of the Federal Democratic Republic of Ethiopia by a joint session of Parliament. He will now serve for a further six year term. He was originally chosen as President in 2002. President Girma was nominated by the ruling Ethiopian People’s Revolutionary Democratic Front. Government Whip, the Honorable Shiferaw Jarso, said President Girma had contributed substantially to the promotion of the country’s image abroad and had played an important role in fostering relations with a number of countries. He had also been active in exercising his responsibilities as Head of State on visits to various regions and states of the country and provided great support for development works. He had carried out his duties with competence and efficiency. Opposition parties nominated Professor Beyene Petros as a candidate for the Presidency on the basis of his sixteen-year long career as an MP. President Girma was elected by 430 votes to 88, with eleven abstentions. The President, after taking the oath of office, emphasized that he would do his best to bring the government and the people closer together during his term of office and to help extricate the country from poverty over the next six years.
· The previous day, President Girma had opened the first Parliamentary session of the New Millennium. Addressing a joint session of the House of People’s Representatives and the House of Federation he outlined government plans for the coming parliamentary term. In his speech he noted the recent economic progress that had been achieved and the legal and institutional foundations that had been laid down for the furtherance of democracy and good governance. He referred to the resolution of the problems encountered in 2005 and the renewed hope, optimism and vigor now available to realize Ethiopia’s Renaissance in the New Millennium. President Girma said the nation had registered an impressively huge growth rate over the last four years, and the aim was to sustain a rate of no less than 10%. New and amended bills would be brought before the House of People’s Representatives to support this aim. These would include legislation on Fertilizer Production, Trade, Plant Seeds, Bio-Safety, Disease Prevention and Control, Meat Hygiene, Animal Quarantine and Transport, Protection of Honey Production, and the Development and Use of Water Resources. The government will also focus attention on the promotion of trade and investment, with a revised investment law, and legislation on National Quality Standards, Trade License Registration, Technical Control Systems and other bills covering mining, energy and petroleum resources. All this should significantly enhance private sector involvement in industry and urban development. In the social sector there will be bills to expand the quality and quantity of education and provide rights for the disabled.
The President also outlined government proposals to create a stable macro-economic environment, including proposed improvements to the tax system. Amended legislation will cover such areas as the National Bank, insurance, micro-credit, customs, revenue, VAT, excise, postal and turnover taxes. Another set of bills will further good governance: these will include major bills on Corruption and Whistleblowers, the Protection of Witnesses, and Jobs and Physical Security. There will be draft laws on Penal Code procedures, Administrative Affairs, the Press, NGOs and Financial Support for Political Parties. Proclamations are also planned to improve the efficiency of the Federal Police, and to prevent gun running and arms trafficking. President Girma noted that Ethiopia had decisively removed the major threat of extremism in Somalia and reiterated the importance of creating a significant atmosphere to allow the TFG to stand on its own. The government would continue its efforts to bring about a situation in which AMISOM could replace Ethiopian forces as soon as possible. President Girma also noted that the House of Federation will be looking at the formulae for federal government subsidies to the regional states, and for the sharing of revenues between the Federal and State governments. The House of Federation will also be undertaking a series of activities to raise constitutional awareness, including setting up a number of forums on the subject, and hosting the Annual Nationalities Festival.
· President Girma spoke of the government’s concern over Eritrean interference and its efforts to destabilize the region. He said Ethiopia’s desire for a peaceful relationship with Eritrea was unwavering but Eritrea had continuously failed to respond to invitations to round-table discussions. Eritrea had threatened war and had continued a massive program of conscription, forcing the government to present a number of bills to improve the capacity of the defense forces. The current tension underlines the urgent need for the restoration of the integrity of the Temporary Security Zone. Without this no further progress on demarcation is possible. Ethiopia has taken note of, and understands the UN Secretary-General’s concerns as expressed in his Statement on October 11, but it reiterates that the source of the current problem is the Eritrean takeover of the TSZ.
· On Monday, Prime Minister Meles Zenawi told the Chairman of the UNESCO Executive Board that Ethiopia would like to see enhanced cooperation with the UN agency in the area of education particularly in vocational and technical training. Conferring with Mr.Zhang Xinsheng, who is China’s Deputy Minister for Education and one of the few high-ranking Chinese officials in international bodies, Prime Minister Meles said assistance from both China and UNESCO would help boost Ethiopia's efforts to expand vocational training. Many graduates of vocational and technical institutes have become self-supporting in recent years engaging in ever increasing numbers of small-scale and micro enterprises. They have generated thousands of jobs. Equally, Ethiopia is committed to providing access to quality education for all citizens. It has made remarkable progress, but serious challenges remain, including the need to speed up the establishment of educational facilities for pastoralist and semi-pastoralist communities. Ethiopia would like to draw lessons from China’s successful attempts to tackle similar difficulties. Prime Minister Meles also urged the Government of China to support Africa's bid to reach agreement with the relevant agencies to raise the role of education, science and technology in changing living standards. Mr. Xinsheng for his part made clear his appreciation of Ethiopia’s efforts and the progress towards achieving the Millennium Development Goals. Attention given to the expansion of education would, he said, be crucial in making sustainable the rapid economic growth registered over the past few years. Mr. Xinsheng said China would provide financial assistance for the institution UNESCO is planning to set up in Addis Ababa to augment Africa's efforts to build and improve on its own capacity.
· On Tuesday, the EU Presidency, currently held by Portugal, issued a statement on behalf of the European Union on the Somali Regional State of Ethiopia. The statement said the EU welcomed the recent report on the findings of the UN Humanitarian Assessment Mission which visited the Somali Regional State last month. The report urged Ethiopia to ensure that food supplies reached those in need and that aid agencies were able to operate in the region. The EU’s statement expressed its concern over the report’s conclusions and commended the Ethiopian government for its reaction to the report. It welcomed the government’s willingness to ensure that humanitarian needs of the population would be properly addressed. The EU statement also called upon the government to follow up all the recommendations of the assessment mission, including action to protect civilians in conflict.
· A Somaliland delegation led by Foreign Minister, Abdullahi Duale, left Addis Ababa on October 8, after a five day visit. The delegation which included Finance Minister, Hussein Ali Duale, met with senior Ethiopian officials. Discussions covered issues of mutual interest as well as security and regional affairs. Meanwhile, in Somaliland the government has announced that local government and presidential elections have been postponed. Local elections had been originally scheduled for December this year, and the presidential election for April 2008. The new dates will be July 1 and August 31 respectively. The decision was reached by officials of the National Electoral Commission in consultation with leaders of the three political parties. The decision will allow voter registration to be completed, something that the opposition parties in particular had been calling for.

KAMPALAKIZZA Besigye, the Forum for Democratic Change leader will step down as party head in 2010, it has been revealed. The decision, is intended to create room for the election of another person to lead the major opposition party, ahead of the 2011 presidential elections. Dr Besigye has been the FDC president since 2005. Addressing a press conference at the party headquarters in Kampala yesterday, Dr Besigye, who has just returned from the US and Europe, told reporters that he would not cling to the FDC presidency.

I don't get any penny from the FDC. There is nothing for me to push in order stay in power for life." He said he was ready to handover the party presidency to a newly-elected person to push the party forward. However, the two-time presidential candidate did not rule out the possibility of taking another shot at the presidency. That decision, he said, depends on the actions of the FDC National Delegates Conference scheduled to take place at the end of 2010, adding that his decision to quit the party leadership is enshrined in the new FDC structural leadership plan." Staying in one office for long leads to staleness," Dr Besigye said. In a separate interview, FDC spokesperson Wafula Oguttu told Daily Monitor that Dr Besigye was free to quit the party leadership. "It's not him to decide but the party. If he insists on quitting then we have nothing to do," Mr Ogutu said. Aswa MP Reagan Okumu has publicly declared his intention to contest for the party leadership, a move critics have said is inspired by a north-south power struggle within FDC. Although Dr Besigye challenged Mr Okumu questioning his popularity, he said the FDC has developed and put in place a plan for the next five years to enable the party achieve victory in the next elections.Dr Besigye has twice lost to President Museveni and each time sought court redress. The latest proclamation follows his resolve that he would never return to court to challenge the outcome of an election, after the Supreme Court dismissed his petition challenging the conduct of the February 23, 2006 election. The FDC leader also announced that the party has decided to rebuild all its structures starting with the village level to the National Delegates Conference. He said election of party youth and women leaders would start in Busoga region on November 3. Commenting on his London meeting with Col John Ogole, the top ex-Milton Obote Commander, Dr Besigye said it was a milestone towards reconciliation and an effort towards building a great nation for all. On the government's intervention in the flood areas of eastern and northern Uganda Dr Besigye said it was a shame that the government was busy buying wine for the Queen when people in the east and north are dying of floods and hunger."We have already spent about Shs192b for a three-day Chogm event and yet people are continuing to suffer,'" he said.

Things Black Women Should Know About Breast Cancer
1. White women are more at risk for breast cancer, but when black women develop the disease it’s deadlier.
2. The chance of an American woman developing breast cancer in some time at her life is one in eight, but the death rate from the disease for black women is 32 percent higher than for white women.3. Younger black women who develop breast cancer are more likely than older black women or white women to develop a particularly aggressive form of the disease that is deadlier and harder to treat.
October is Breast Cancer Awareness Month, so there's no time like the present to have that mammogram you've been putting off. According to medical experts, the earlier the detection of breast cancer, the higher the chances of a successful recovery. If there is a woman dear to you, go for a mammogram together. Support is key!
Know Whether You May Be At Risk
4. Is there a history of breast cancer in your family, particularly with your mother, aunt, sister or maternal grandmother?
5. Are you severely overweight or obese? Did you become heavier after menopause?
6. Did your periods start before age 12?
7. Did you have your first child after age 30? Were you childless when you entered menopause?Get some important information about breast health and cancer awareness
Early Detection Saves Lives – What You Can Do About It
8. Perform monthly breast self-exam 2-3 days after the end of your period
9. Have a yearly clinical breast exam by a healthcare professional10. Have a yearly mammogram beginning at age 40. Ask your doctor if you should start having them earlier if you believe you may be in a high-risk categorytreat.
